Chemical storage and transportation facility (Willing Freight Line Company) was closed in 1996 through environmental mitigation statuses. Site investigation report was done to evaluate hazardous materials contamination. Site cleanup was conducted to remove hazardous materials under the City of Vernon Fire Department (Civil Engineering Division). Hazardous materials, such as waste acid, alkali, numerous waste volatile organic chemicals, and waste oil, were transported to certified treatment facilities in accordance with Code of California Regulations (CCR) Title 22, 23, and Code of Federal Regulations (CFR) 40. Finally, Jeff Lee submitted the site closure report to City of Vernon.

Grab soil sample analysis results revealed gasoline contamination after USTs removal. Soil and groundwater investigation were done in 1994. Six 2 inch diameter and 25 feet depth-treatment/monitoring wells were installed around the contaminated area. Purged groundwater was disposed to certified treatment facility by certified transporter. The groundwater monitoring reports were submitted to Orange County Health Care Agency (OCHCA; Inspector Anthony Martinez, (714) 667-3716) on 1999.

LUST Fund Documentation
Gasoline contaminated soil (approximately 600 tons) remediation was done using activated carbon filter system by others. I provided confirmative soil and groundwater investigation report to County of Riverside Environmental Health (RCOEH; Inspector Sharon Boltinghouse, (909) 358-5055) after in-situ soil cleanup procedures. Soil samples were taken from the former tank area and gasoline vapor-treated soil to confirm in-situ soil remediation using BK 80 boring machine. I provided and installed six 4 inch diameter and 100 feet depth-groundwater treatment/monitoring wells under the approval of the RCOEH in 1995. Groundwater monitoring was done until 1998. I provided completely Leaking Underground Storage Tank (LUST) fund documentation to Sacrament-RWQCB.

LDI and LMP were approved by LA City Fire Dept. Environmental Unit after site investigation at the existing gas station. Vadose Zone Monitoring System was installed at the site under the approval of the city inspector S. Skinner in 1994. Plan Checker was Mr. Michael Nealy. ((213) 237-0600) Eight vapor sensors were installed in the monitoring wells around the existing gasoline tanks area to detect gasoline vapor. These vapor sensors were connected to computer control panel for monitoring.
